Since the beginning of this year, China Railway Resources Xinxin Company has leveraged "local co-development" as a key initiative, innovatively establishing a three-pronged collaborative development system characterized by "government-enterprise collaboration, shared livelihoods, and shared ecological protection." This system promotes the synergy between corporate development and local prosperity, and the coordinated improvement of economic and social benefits, creating a new pattern of mutually beneficial cooperation between China and Mongolia in the mining industry. Since 2016, Xinxin Company has been ranked among the top 100 companies in Mongolia for eight consecutive years. In 2025, it was awarded the title of "Excellent Water-Saving Enterprise" in Mongolia, significantly enhancing its brand influence and public reputation.

Strengthening the foundation of government-enterprise collaboration and activating the endogenous driving force of regional development. We are committed to deeply integrating into the overall development of Mongolia's local economy, building a long-term partnership with local governments based on strategic mutual trust, resource complementarity, and win-win cooperation. In the areas of infrastructure construction and industrial upgrading, we have signed a long-term strategic cooperation agreement with the government of Eastern Province, Mongolia, to deepen economic cooperation and coordinated development between the two sides, effectively activating the endogenous driving force of the regional economy.At the industrial collaboration level, we have broken through the traditional single operation model and established a stable cooperation mechanism with more than 30 local enterprises. From production material procurement to consulting service outsourcing, we have gradually increased the proportion of local procurement, created nearly 1,000 long-term jobs in total, covering mining, transportation, catering, maintenance and other fields, and shared the benefits of corporate development with local people.

We inject a "heartwarming agent" of shared well-being into the development of the local community, solidifying the foundation for integrated development. Adhering to the development philosophy of "employee-centric and community-partnered," we extend our care for the well-being of our employees to their work and lives, as well as the actual needs of local residents.In view of the cold climate of Mongolia, we implemented insulation renovation of the mine dormitory and upgraded the high-efficiency heating system; opened a dedicated commuter line from the mine to the local town, realizing seamless commuting from "home to mine gate"; and jointly dispatched a professional medical team from the Eastern Medical Center Hospital to the mine to effectively solve the practical problems of "far away and difficult to see a doctor" for employees and surrounding residents. We also continued to carry out the "Golden Autumn Education Aid" campaign, organizing outstanding employees to visit surrounding mines for exchanges and learning.We support local talent development; regularly deliver daily necessities such as rice, flour, and oil to special groups such as families with disabilities and elderly people living alone, and provide on-site health services. We also actively organize local cultural and sports events such as the Nadam Festival and Folk Culture Festival to promote the inheritance and development of local culture and build a solid bridge of emotional connection between the Chinese and Mongolian people.

We will build a solid long-term plan for ecological co-construction and safeguard the future of green grassland development. Adhering to the principle of "green development, prioritizing ecology," we will promote the coordinated and integrated development of mining development and ecological protection. We have partnered with the Mongolian University of Science and Technology to establish a joint China-Mongolia R&D team, focusing on developing a "water quality matching and process efficiency enhancement" technology for the full recycling of mineral processing wastewater in alpine grasslands and a cascaded comprehensive utilization technology for metal mine tailings. This technology will effectively reduce water consumption and pollutant emissions and provide a valuable "Chinese solution" for upgrading Mongolian mine environmental protection technologies.We regularly promote ecological protection actions such as off-site reclamation, water source protection, wildlife protection, and afforestation. Every spring, we organize employees to plant trees and shrubs around the mining area. In winter, we regularly release forage grass to ensure food supply for wildlife. We strictly implement the standardized landfill system for dead animals. We practice the "green mine" construction concept with practical actions, win high recognition from the local government and people, and lay a solid ecological foundation for the company to take root in the local area in the long term.
